In qualifying for any part of the Home Energy Assistance Program, the income of ALL household members over 18 must be considered. Documentation of the last 30 days of income from any of the sources listed is required. Any household member claiming no income is required to complete an affidavit.

Additional steps are needed if a household claims zero income. A Zero Income Affidavit is required. Also, if someone is supporting the household financially, the supporter must write a statement of their assistance to the household.
